@ LockeZ. The AEGIS facility has a lot of paranormal prisoners and I don’ think they were all paroled when Rikk took over and there’s probably been a few added since he took over. In addition to members of the Order of the Dragon, there’s Charlotte, the monster who like to play online games and sought revenge on Marc, the mad scientist who created infinite duplicates of Marc, and who knows how many arrested and incarcerated by the various other AEGIS teams.
Whichever way it is, I think we can safely assume we have our “far more powerful” Mechtech now. Yikes. This is going to be one of those classic “time travelers inadvertently cause the catastrophe they wanted to prevent” things, isn’t it?
I didn’t mean there weren’t more prisoners, just that those were the only ones we knew by name so far. But thinking about it, I guess any miscellaneous villain that wasn’t killed could potentially be a prisoner there.
